A breach of this Code is a specific ground for disciplinary action. The Ethics & Professional Conduct Committee is the standing body responsible for maintaining ethical standards, investigating violations, and applying sanctions.
The Committee is the standing body that interprets, maintains, and enforces this Code. Composition: 3 elected members, 2 appointed analysts, 1 external ethics counsel. Quarterly public reports. Recusal mandatory on conflicts.
Any member, vendor, customer, or member of the public may report a suspected violation. Reports are accepted via the encrypted reporting channel at ethics@ifo4.org or anonymized via the published whistleblower portal. Retaliation is itself a separate ground for sanction.
Reports are triaged within 5 business days. Investigations follow a documented evidentiary standard. The accused has the right to respond, present counter-evidence, and request review by an independent panel. Findings are recorded permanently.
Disciplinary actions, in escalating severity: (a) private reprimand, (b) public censure, (c) suspension of membership and certification status, (d) revocation of credentials, (e) expulsion from the federation, (f) referral to law enforcement or regulatory bodies. Sanctions are time-bound where appropriate; expulsion is permanent unless overturned on appeal.
Sanctioned parties may appeal once to the IFO4 Board of Standards within 30 days. The Board’s decision is final. The full record of appeal is sealed except in cases of public-interest disclosure required by law.

Retaliation against a person who reports a suspected violation in good faith is itself a separate and severe violation of this Code. The Committee will pursue retaliation cases independently of the underlying report.
