Chapters run a year-round event calendar in public view. Quarterly working dinners, a regional clinic for a CFOR ring, and at least one open lecture per quarter. Show up or hand the gavel back.
Each chapter elects a chair, a vice, a secretariat, and a working group liaison. Terms are two years, staggered. Ratifications and minutes are public. The chapter is a federation outpost, not a private club.
Chapters carry the IFO4 mark only while they meet the standard. Lapse the calendar, lose the credentialed bar, or fall out of governance and the charter goes back to the federation. The standard is the brand.
