Ownership assignment & SLA

Every resource has an owner within SLA, and the SLA is measurable.

Ownership assignment is not complete until it is measurable. Ring 4 practitioners publish an SLA for initial assignment (24 hours for production, 72 hours for non-production) and for transfer (48 hours end-to-end).

▸Production resources must carry an owner within 24 hours of creation.
▸Non-production resources within 72 hours.
▸Un-owned production resources escalate automatically to the Security Reviewer.
▸Transfer must complete within 48 hours of initiation; stalled transfers escalate.
