Cross-functional attribution

Shared platforms - GKE clusters, Kafka fleets, AI inference clusters - resist single-owner attribution. Ring 4 prescribes a dual-label model: owner and beneficiary. The owner team builds and runs the platform; the beneficiary teams consume it. Costs are split proportionally to consumption, but owner-team allocates a fraction of its headcount-tied operational cost too.
