Budget thaw is the operational counterpart to freeze and signals a change in management posture toward investment. The federation requires the thaw decision to be documented with the conditions that justified the lift, the revised guardrails if any, and the reauthorised scope. Phased thaws applied selectively to specific categories or business units are explicitly recognised under UFMS-001:4.1 and reported in the quarterly disclosure.
