The lifting of a budget freeze, restoring spending authority either fully or with revised guardrails. Budget thaw is the operational counterpart to freeze and signals a change in management posture toward investment. The federation requires the thaw decision to be documented with the conditions that justified the lift, the revised guardrails if any, and the reauthorised scope. Phased thaws applied selectively to specific categories or business units are explicitly recognised under UFMS-001:4.1 and reported in the quarterly disclosure.
A natural inversion of the freeze metaphor in budget vocabulary; the construction is informal in origin but stabilised through general management usage.
Federation members enacting a budget thaw publish the justifying conditions, guardrails, and reauthorised scope. Phased thaws are documented at the same level of detail. The thaw decision is recorded in the governance log under MEV-Annex:5.1.
