Opex is the dominant cost category for cloud-native and SaaS-native businesses, where the consumption model collapses traditional capex into period charges. The federation requires opex to be classified by function such as cost of revenue, research and development, sales and marketing, and general and administrative, with consistent classification across periods. Reclassifications across these buckets are footnoted under MEV-Annex:4.1.

Federation members publish opex by function quarterly. Cloud and SaaS opex is reconciled to vendor invoices and to the FinOps inform reports per UFMS-001:2.4. Reclassification of opex categories without a footnote is a Tier-2 conduct issue.
