The percentage of committed savings plan spend that is being applied against eligible usage in the current period. Savings plan utilization is the federation-recognised efficiency measure for the savings plan family of commitments, distinct from RI utilization in that the unit of commitment is dollar-per-hour rather than instance-hour. The federation requires utilization to be reported daily with sustained dips below ninety percent flagged for review under UFMS-001:2.4(d). Sustained underutilization is treated as an unused commitment and addressed in the next renewal cycle.
A coinage of the late 2010s with the launch of AWS Savings Plans in 2019; the metric was adopted by other providers offering analogous instruments.
Federation members publish savings plan utilization daily. Underutilization triggers an automatic procurement review under MEV-Annex:3.2. Recommitment plans are documented in the renewal calendar and reviewed at the annual procurement consolidation.
