The internal recovery of variable infrastructure cost from the consuming team, business unit, or product owner through an accounting transfer that affects the consuming entity's budget. Chargeback is a higher-maturity posture than showback because it places real financial pressure on consumption decisions. The federation requires that any chargeback regime be reproducible from raw cost and usage data, that it be appealable through a documented dispute process, and that it not exceed the consuming entity's budgetary authority. A chargeback regime without these three controls is not federation-grade.
Originated in the corporate cost-recovery practices of mainframe data centres in the 1970s; carried into cloud finance largely unchanged.
Phase-3 federation maturity requires either chargeback or a documented equivalent transfer mechanism. The federation does not endorse chargeback as universally superior to showback; the choice is contextual and must be justified in the accreditation submission under TGS-002:1.7.
