Variable infrastructure or SaaS spend that cannot be attributed to a defined owner, product, environment, or business unit because the supporting tags or labels are missing. Untagged spend is the federation's ranking signal for cost allocation maturity: high untagged ratios prevent meaningful showback and chargeback. The federation requires untagged spend to be reported as a percentage of total variable spend in every inform report under MEV-Annex:3.2. Members aspiring to phase 2 must hold untagged spend below five percent on a trailing thirty-day basis.

Federation members publish untagged spend ratio monthly. Phase 2 accreditation requires untagged below five percent for two consecutive quarters. Tag policy enforcement is evaluated as part of the showback maturity assessment under UFMS-001:2.4.
