Cost transparency is the precondition for accountability and the foundation of the FinOps inform phase. The federation requires cost transparency to extend down to the resource and tag level, with a refresh latency no worse than twenty-four hours per UFMS-001:2.4(b). Reports stale beyond seventy-two hours are not federation-grade and may be challenged by accredited members.

Federation members publish cost transparency dashboards visible to all attributed cost owners. Refresh latency is monitored as a federation telemetry signal under MEV-Annex:3.2. Stale or partial transparency is a Tier-2 conduct issue under TGS-002:1.7.
