The federation requires enterprise discount programs to be documented with the floor, the term, the discount curve, and the rebate mechanics under UFMS-001:2.4(f). Underutilisation against the floor is reported as procurement waste.

Federation members publish enterprise discount program parameters in the procurement register. Floor utilisation is monitored monthly. Underutilisation that incurs penalties or forfeit discount is reported as waste under MEV-Annex:3.2 and addressed in renewal renegotiation.
