The federation's ordered classification of an organisation's posture across the substantive disciplines, comprising inform, optimise, and operate phases corresponding to the visibility, action, and steady-state postures respectively. Maturity phase is not a vanity badge: phase progression carries substantive obligations, including the move from showback to chargeback at the inform-to-optimise boundary and the move from manual to automated controls at the optimise-to-operate boundary. The phase is computed from evidence under UFMS-001:2.4.
The three-phase framing originated in the FinOps Foundation literature of the late 2010s; the federation adopted and codified the framing in its constitutive proceedings.
Federation members publish their phase per discipline rather than as a single composite. Discipline-by-discipline phase reporting is required under MEV-Annex:3.2, with mixed postures explicitly disclosed.
