The technical annex of the federation that specifies how measurements are taken, how evidence is composed, and how verification is performed against the substantive obligations of UFMS. MEV is referenced from UFMS clauses where reproducibility is load-bearing: a substantive obligation that requires a reproducible measurement is anchored to a MEV section. The annex is updated more frequently than UFMS itself, on the rationale that measurement conventions evolve faster than substantive standards in this domain.
Drafted as a technical companion to UFMS in the federation's constitutive proceedings; the acronym was adopted from the title of the controlling section.
Federation accreditation evidence is structured against MEV section numbers. Evidence packs that fail to map to MEV are returned for procedural correction under TGS-002:1.7.
